This shoulder title is something of a mystery in that, while it appears often on the collector’s market, it does not appear to have been officially endorsed for use in federal penitentiaries in Canada, nor does it appear to have ever been issued.  This might explain why every example that we have seen is in perfect, unworn condition.  It may have been a proposed title, produced in some quantity, but that did not make it through to being issued or officially recognized. It is black felt with light grey lettering.
