This coarsely-woven title was introduced in the 1990s for wear on outerwear, such as winter parkas and bomber jackets initially.  It was also adopted for wear on Ceremonial guard tunics.  It incorporates the official federal government Canada word-mark beneath the departmental title in both languages. It is dark blue with white lettering.
